[original] 上場企業が中小企業向け救済金を受領 -- 返還は１８社のみ

アメリカのコロナ対策の肝入り救済策と言われていた中小企業向け支援策、PPP（Paycheck Protection Program）が揺らいでいる。

支援の対象は個人事業主やスモールビジネス経営者向け。雇用を維持することが最大の目的で、従業員の給与補填や賃料補償などのための資金を融通してくれるというもの。

3500億ドル,、およそ37兆円もの給付金がまたたく間に枯渇した。さらに申請窓口である銀行への情報周知が徹底されておらず、現場は混乱。

さらに、資金調達手段が豊富にあるであろう上場企業もこの救済金を受け取っており、批難が相次いだ。本当に資金を必要としている零細企業に資金が回らない。上記の表はSEC（米国証券取引委員会）への提出書類で明らかになっている救済金受け取り企業の一覧だ。

一方、批判をかわすためにもいくつかの企業が受け取った救済金を返済する動きが出てきている。ハンバーガー大手のShake Shackや寿司チェーンのKura Sushi USA.など18社が4月28日時点で返還している。

ただ、受領した上場企業だけを責めるのもかわいそうな話だろう。なぜなら今回の救済金は大企業でも申請できてしまう法的な不備があるからだ。従業員500人以下の店舗に対し、給付となっていることから、チェーン店であっても、各店舗にしてみれば500人以下の店がほとんどだ。そうしたことから申請してしまう上場企業も多くあったとみられる。

追加給付も決まってきているが、中小企業救済、という本来の名目を果たせるよう、今一度議論が必要だ。

It is pretty distasteful for multi-million dollar companies which includes Shake Shack and Kura Sushi USA to seek those funds for payroll reimbursement.  Especially since labor in those companies is often transient to begin with.  The program's purpose is for small businesses, they rely on particular employees, long term people who they know and care about as fundamental to the small business.   But, the way the US law is written those large companies can exploit it.  The public outrage is the only reason they back off now.One of the overall point that is important from an economic standpoint is how will small business be able to resume operations, and will large companies be able to swoop in and muscle small business competition out as a result of this whole calamity.  In a climate of cheap money, this is a point that is being discussed now.
